Our Mission

As Employees of the City of Paris Kentucky Police Department, our mission is to serve, educate and protect the public through community collaboration, problem recognition, problem resolution and police action. In carrying out our mission, we must work with our community as a team to ensure that the citizens of Paris are provided the best protection and service we can give them and to establish the Paris Police Department as the finest in the Commonwealth of Kentucky and the United States of America.

 

CHIEF TIMOTHY D. GRAY

 

On April 15th Chief Timothy D. Gray of the Paris Police Department was presented the Outstanding Leader of the Year Award by Charlotte Pollitt, Secretary/Treasurer of the Paris-Bourbon County Chamber of Commerce, at the annual Chamber Appreciation Breakfast held at the Stoner Creek Country Club. She read the following statement; “The outstanding leader of the year is a man who has stepped up to the plate numerous times in the last year to make sure our community is a safe place to live. During the horrible murder of Wesley Mullins, this man worked the entire time to see the investigation continued. He worked alongside of his men and did the same work as was required by them. This act served to bring the Police Department personnel closer together to know that their leader was there for them. In just the every day activities, this man has his finger on the pulse of the community and the Police Department. His open door policy has lead to a more relaxed atmosphere among the personnel of the department. Through his leadership and the work of the department, Paris has been named one of the safest cities to live in. Therefore, it is my honor to award the Outstanding Leader of the Year Award to Chief Tim Gray.”

 

CAPT. JAMES DOUGLAS FRAKES

PARIS POLICE DEPARTMENT

1980-1990 & 1996-2008

 

Detective Captain James Douglas Frakes has been with the Paris Police Department since November 1996 Captain Frakes has twenty- eight years experience in law enforcement which included two stints with the Paris Police Department as well as the Bourbon County Sheriff’s Office and the  Bourbon County Detention Center. Capt. Frakes began his career with the Paris Police Department in May 1980, leaving the department in 1990. He served with the Bourbon County Sheriff’s Office and Jail until returning to the Police Department in November 1996. Capt. Frakes began his career as a Patrolman and was promoted to Sergeant, Lieutenant, Detective and Captain, serving under four Chiefs during his career. Detective Captain James Douglas Frakes announced his retirement from law enforcement effective April 1, 2008. The Paris Police Department extends to Capt. Frakes its sincere wishes for a long and healthy retirement. We would like to take this opportunity to thank him for his many years of devotion and service to the Paris Police Department, and to the community of Paris and Bourbon County.

 

 

Officer Brandon Doughman and Vader

 

The Paris Police Department welcomes its newest member to the force in the K-9 Division. Vader is a replacement for Hercules who retired recently after serving with his handler Chris Livingood, whom he now resides.

 

Officer Brandon Doughman and Vader are graduates of the Canine Academy Training Center in Leander, Texas. Established in 1990, the Canine Academy Training Center is a complete training facility offering Police and fire training and obedience classes. The academy is licensed by the DEA and the Texas Department of Public Safety Controlled Substances Board for possession of controlled substances. Vader was pre-trained by the Academy in narcotics, patrol and tracking by Master Trainer Joe Torres who has 10 years experience in law enforcement with 8 of that as a handler. Officer Doughman attended a three week Handler’s Course at the Academy where the team was certified, passing a certification test and Officer Doughman’s written exam.

 

Crime Scene Unit

The Paris Police Department’s C.S.U. was introduced in 2007. This crime scene vehicle is fully equipped to handle the task of collecting evidence in nearly every type of crime scene, traffic accident or fire and arson investigation. The Detectives of the Paris Police Department are fully trained in evidence collecting and chain of custody. On fire investigations they are assisted by an eight member investigation team from the Paris Fire Department. The Crime Scene Investigation Team is headed by Detective Lieutenant Jeffrey L. Lizer.

 

Special Response Team

In 2007 the Paris Police Department developed an elite group known as the Special Response Team to handle situations which include; serving high risk warrants, hostage situations, school shootings and other high risk cases. The Special Response Team is headed by Narcotics Detective Robert Puckett.
